Strategic Support from Germany, EU, and ECOWAS enhances KAIPTC’s Digital Programmes

KAIPTC took another major step in expanding its digital learning capacity with the handover of a second batch of advanced ICT equipment under the ECOWAS Peace and Security Architecture and Operations (EPSAO) Project.

The support—co-financed by the European Union (EU) and the Government of Germany—included live-streaming kits, camcorders, receivers, wall mounts, and TV stands. It follows an earlier delivery in 2024, underscoring the Centre’s growing transformation into a regional hub for virtual training in peace support operations.

Speaking at the ceremony, Mr Massimo Mina, Head of Cooperation, EU Delegation to Ghana, highlighted that the equipment forms part of a €27 million EPSAO project implemented by GIZ. He noted that the new tools will scale up training in critical areas including youth, gender, security sector reform, early warning, and elections.

“In today’s interconnected world, where conflicts transcend borders more than ever before, robust e-learning platforms are indispensable,” Mr. Mina said, adding that EU support in Ghana extends to more than 30 security-related initiatives, from conflict prevention to cybersecurity and counter-terrorism.

Germany’s Policy Advisor at its Embassy in Ghana, Madam Chantel Lahmer, stressed that the ICT equipment goes beyond its technical function. “I see them as enablers of dialogue, knowledge-sharing, and long-term capacity development in areas such as democratic governance, human rights, gender equality, and conflict prevention,” she said.

On behalf of ECOWAS, Ambassador Mohammed Lawan Gana, Resident Representative to Ghana, recalled that the need for such ICT tools was first identified during a 2019 training needs assessment. He welcomed the handover, particularly as ECOWAS marks its 50th anniversary, reaffirming the bloc’s commitment to strengthening its Training Centres of Excellence for more effective peace support operations.

For the KAIPTC, the gesture represents not just new tools but a renewed partnership. Acting Commandant Air Commodore David Anetey Akrong commended the EU, Germany, and ECOWAS for their support. “This presentation reflects our shared vision to harness digital solutions for peace and security. The equipment will be strategically deployed to broaden our e-learning outreach across the sub-region and the continent,” he said.

With this investment, KAIPTC is set to enhance its role as a key regional platform for building the capacity of civilian, police, and military actors in peace operations—driving innovation in training while advancing African-led solutions to security challenges.
