(Accra, 26th March, 2025) The Kofi Annan International Peacekeeping Training Centre (KAIPTC) has been urged to take bold steps toward financial independence as global funding uncertainties threaten the sustainability of its peace and security programs.
At its first High-Level Advisory Board meeting with partners, and 47th Governing Board Meeting, Ghana’s Minister for Defence, Dr. Edward Omane-Boamah, emphasized the Centre’s unique position in Africa and its critical role in promoting peace and stability, particularly in the West African sub-region.
A New Governance Structure for KAIPTC
A key topic of discussion was the recently approved 2024 Presidential Charter, which has placed KAIPTC’s academic programs and the Ghana Armed Forces Command and Staff College (GAFCSC) under the National Defence University (NDU). The meeting explored the implications of this merger, including the governance structure and the future of academic programs for both institutions.
Beyond structural adjustments, the board approved KAIPTC’s operational budget and work plans for 2025, ensuring the continuation of peacekeeping and security training programs across Africa.

Regional Security & Self-Reliance
Dr. Omane-Boamah, who also chairs KAIPTC’s Governing Board, highlighted the Centre’s growing role in addressing regional instability, particularly the reintegration of Sahelian states into ECOWAS following recent political upheavals.
He acknowledged that KAIPTC, like many institutions, faces resource challenges and remains dependent on funding partners. He urged the Centre to enhance efforts toward sustainability and relevance, especially amid global financial uncertainties.
The Minister stressed that financial self-reliance has become more urgent, warning that over-reliance on external funding could lead to overriding donor interests.
He challenged KAIPTC’s management to aggressively promote the Centre’s infrastructure through its newly established Business Development Unit (BDU) as a retreat venue for government agencies—creating an additional revenue stream to support training and research initiatives.
Dr. Omane-Boamah also acknowledged management’s assurances on the prudent use of donor and governmental resources, backed by strong accountability mechanisms.
Capacity, Deployment, and Training Relevance
Concerns from funding partners regarding the deployment of trained personnel were addressed by the Chief of Defence Staff (CDS) and KAIPTC Governing Board member, Major General William Agyapong. He assured stakeholders that KAIPTC-trained officers are typically deployed within six to twelve months, ensuring the continued relevance of their training.
Meanwhile, KAIPTC’s Commandant, Major General Richard Addo-Gyane, reaffirmed the Centre’s commitment to financial prudence and operational efficiency.
“We recognize the diverse interests of our partners and remain committed to ensuring that funds are used for their intended purposes,” Major General Addo-Gyane stated.

A Strategic Future for KAIPTC
The high-level meeting was attended by Ghana’s Foreign Minister and Deputy Chair of KAIPTC’s Governing Board, Hon. Okudzeto Ablakwa, a representative of the Inspector General of the Ghana Police Service, and ambassadors from key development partners.
As KAIPTC enters its next phase, the discussions underscored a broader reality: In an era of shifting geopolitical dynamics and financial constraints, African peacekeeping institutions must rethink their sustainability models—before external funding dries up.

KAIPTC COVID-19 Special Guidelines for International Course Facilitators and Course Participants travelling to KAIPTC:
1. Kindly read the Ghana Government, the KAIPTC COVID-19 General and Special Guidelines for International travellers carefully and be advised accordingly (click here to read);
2. It is mandatory to upgrade your health insurance to cover expenses for possible COVID-19 quarantine and treatment.
3. The cost of the three (3) COVID-19 PCR tests up to a total of USD 450 – will be reimbursed for participants of sponsored KAIPTC courses. The tests comprise one before embarkation to Ghana, one at the Kotoka International Airport (KIA) and the final test prior to departing Ghana. All receipts are required for reimbursements to be made.
4. Course participants accommodated at KAIPTC are required to stay on-site during the entire duration of the course.
5. Neither the Ghana Government, the Ghana Ministry of Defence, KAIPTC, the Course Sponsor nor the organising country, can be held responsible in any way for further costs arising out of a positive COVID-19 test or a COVID-19 infection.

1. Veuillez lire attentivement les directives générales et spéciales du KAIPTC COVID-19 à l’intention des voyageurs internationaux et en tenir compte (cliquez ici pour lire – uniquement en anglais) ;
2. Il est obligatoire d’améliorer votre assurance santé pour couvrir les frais d’une éventuelle quarantaine et d’un traitement COVID-19.
3. Le coût des trois (3) tests PCR COVID-19 – jusqu’à un total de 450 USD – sera remboursé aux participants des cours parrainés par le KAIPTC. Les tests comprennent un test avant l’embarquement pour le Ghana, un test à l’aéroport international de Kotoka (KIA) et le test final avant le départ du Ghana. Tous les reçus sont nécessaires pour effectuer les remboursements.
4. Les participants aux cours hébergés au KAIPTC sont tenus de rester sur place pendant toute la durée du cours.
