(Accra, 17th July 2025) – The Kofi Annan International Peacekeeping Training Centre (KAIPTC) has hosted a farewell courtesy visit for H.E. Tom Norring, the departing Danish Ambassador to Ghana, marking the close of a productive and impactful partnership during his diplomatic tenure.
The visit provided an opportunity to reflect on the long-standing and fruitful collaboration between Denmark and KAIPTC, particularly in advancing peace and security across the West African region. Denmark has provided strategic funding support to the Centre for more than two decades.
In his remarks, the Acting Commandant of KAIPTC, Air Commodore David Akrong, expressed deep appreciation to Ambassador Norring for his steadfast commitment to peacebuilding and international cooperation.
“As your tenure in Ghana comes to an end, it is marked by significant strides in the strong and cherished partnership between our two countries,” he noted. “Under your leadership, the bonds of cooperation, mutual respect, and shared vision between Denmark and Ghana have grown deeper and more impactful.”
Air Commodore Akrong highlighted Denmark’s critical contributions to maritime security in the Gulf of Guinea, particularly during a period of global uncertainty.
“We recall with deep appreciation Denmark’s unwavering commitment to supporting maritime security in the Gulf of Guinea under your stewardship. You arrived in Ghana during the height of the COVID-19 pandemic — a crucial period when the Centre was rolling out Phase III of the Danish Maritime Security Programme (2022–2026). Yet, you got to work immediately.”
Under Ambassador Norring’s guidance, KAIPTC successfully implemented the five-year project, Integrated Responses to Threats to Maritime Safety and Security in the Gulf of Guinea (GoG). This project employs research, dialogue, and capacity-building to support the implementation of the Yaoundé Code of Conduct, foster regional cooperation, and promote good order at sea.
Since its inception, the programme has trained over 350 maritime security personnel from countries across West and Central Africa — including Cameroon, Benin, Togo, Côte d’Ivoire, Ghana, Liberia, Angola, Nigeria, and Sierra Leone. The project also amplifies the engagement of women and vulnerable groups in maritime governance, explores the land-sea crime nexus, and strengthens media engagement to raise awareness and promote maritime security.
Air Commodore Akrong also reflected on the broader regional security landscape.
“For more than a decade, the Gulf of Guinea held the unfortunate distinction of being the world’s piracy hotspot. Between 2010 and 2021, over 620 attacks were recorded, with more than 640 crew members kidnapped. However, thanks to collaborative regional and international efforts — including Denmark’s support — reported incidents have significantly declined, with only 18 cases in 2024.”
He further commended Denmark’s support for KAIPTC’s efforts to broaden the scope of maritime training to include non-traditional actors, such as the media, and initiatives like the development of the Maritime Code of Practice on Women, Peace and Security. This pioneering code extends the principles of UN Security Council Resolution 1325 into the maritime domain, promoting gender inclusion and safeguarding the welfare of women in maritime security operations.
Other contributions under Ambassador Norring’s leadership include the successful implementation of the Promoting Peace and Security in West Africa Programme (2021–2022), which focused on conflict prevention, the Responsibility to Protect, and Women, Peace and Security.
“All these, Your Excellency, stand as testament to the dynamism of our relations under your capable stewardship,” Air Commodore Akrong affirmed. “You have been an outstanding representative of Denmark, demonstrating a deep understanding of our region’s challenges and working tirelessly to promote peace and stability.”
He concluded by extending KAIPTC’s heartfelt gratitude and best wishes:
“We sincerely thank you for your dedication and service. As you move on to new opportunities, please take with you the warmest regards and appreciation of the Executive Management Committee and staff of KAIPTC.”
Ambassador Tom Norring, who is leaving after a 5-year successful tenure, expressed appreciation for the honour and shared memorable experiences of his tenure and work with the KAIPTC.
