Introduction

 Effective correctional services are critical to maintaining public safety, promoting rehabilitation, and upholding human rights. However, many African correctional facilities face challenges, including overcrowding, limited resources, and inadequate training. Middle-level officers play a vital role in addressing these challenges, yet often lack the necessary skills and knowledge to make the desired impact in their roles. In addition, Middle Level Prisons/Correction officers are, sometimes, seconded as Government Provided Personnel (GPPs) to serve in Peace Operations but they are not adequately equipped with the requisite knowledge of their areas of responsibility. Even though the UN periodically organizes pre-deployment training for potential seconded officers, it is a fact that not all persons who are deployed benefit from this training.

In line with this, the Kofi Annan Internationale Peacekeeping Training Centre (KAIPTC) has introduced the Prisons/Correctional Middle Management Course, designed specifically to equip Prisons or Correctional Officers with the necessary skills and knowledge to contribute effectively to peacebuilding efforts. This is in recognition of the contributions of Prison/Correctional Officers in peacebuilding efforts and the growing role of diverse stakeholders in the peace and security landscape. This initiative aims to foster inclusivity and highlight the critical role of Prison/Correctional officers in peacebuilding. It also reinforces collective efforts toward sustainable peace and security.

 

Course Aim

The course aims to enhance the capacity of middle-level prison/correctional officers across Africa to manage and supervise correctional facilities effectively, promote best practices, foster regional and international cooperation. The course will also provide an understanding of the role of the Prisons/Corrections component in UN peace operations.

 

Learning Objectives

 This course is designed to help participants develop key skills and knowledge to enhance their professional roles. The objectives focus on specific areas to ensure effective learning and practical application.

These objectives include the following:

  1. Improve leadership and management skills for effective facility administration.
  2. Enhance skills in rehabilitation, reintegration, and restorative justice.
  3. Strengthen security and emergency response protocols.
  4. Equip participants with the requisite knowledge to serve in UN peace operations.

 

 Expected Outcomes

Upon successful completion of the course the following outcomes are expected:

  1. Enhanced capacity to manage Correctional facilities effectively.
  2. Improved adherence to international human rights standards.
  3. Strengthened rehabilitation and reintegration skills.
  4. Improved security and emergency response protocols.
  5. Increased collaboration and information sharing among African Correctional Services, UN Agencies, and partners.
  6. Effective performance of participants in the Corrections Units of UN Peace Operations.

Pedagogical Approach

The training will adopt the collaborative problem-based learning approach (CPBL) which emphasises active participant engagement and real-world problem solving through teamwork.  This approach includes the following elements:

  8. Crisis Management and Emergency Response
  9. Juvenile Justice and Young offenders
  10. Emerging Issues in Correctional Management
