KAIPTC AND AILCT SIGN MOU TO STRENGTHEN COOPERATION IN CAPACITYBUILDING AND KNOWLEDGE GENERATION

The Kofi Annan International Peacekeeping Training Centre (KAIPTC) and l’Académie Internationale de
Lutte Contre le Terrorisme (AILCT) have signed a Memorandum of Understanding (MoU) to establish a
framework for sustained institutional cooperation in research, training and knowledge exchange to address
peace and security challenges in Africa.

The MoU was signed on 16 October 2026 at the KAIPTC in Accra, Ghana, during a formal ceremony
attended by leadership and representatives of both institutions. The partnership is facilitated by the Royal
Danish Defence College (RDDC) through the Danish Peace and Stabilisation Fund (DPSF).

The agreement follows a series of engagements aimed at identifying areas of mutual interest and establishing
a roadmap for collaboration. On 5 May 2026, the KAIPTC hosted the AILCT and RDDC in Accra for
preliminary discussions on their respective mandates, organisational structures, thematic priorities,
institutional capacities and potential areas of cooperation. This was followed by a two-day workshop hosted
by AILCT in Jacqueville, Côte d’Ivoire, on 8 and 9 July 2026 to advance these discussions. These
engagements laid the foundation for formalising the partnership.

At the signing of the MoU, Air Vice Marshall David Anetey Akrong, Commandant of KAIPTC, highlighted
the importance of institutional partnerships stating that “Given KAIPTC’s longstanding experience in peace
and security training, research and capacity development, this partnership presents an opportunity for the
Centre to share its expertise and institutional experience with AILCT, while fostering mutual learning and
strengthening both institutions’ capacities to address evolving security challenges such as terrorism and
violent extremism.”

Similarly, Brigadier General Joseph Allah Kouame, Director-General of the AILCT, welcomed the
partnership, noting that “KAIPTC and AILCT will collaborate in research, training, knowledge exchange
and capacity development to strengthen institutional capabilities and address terrorism and related
challenges.” He further highlighted the role of an implementation plan in guiding the development and
execution of joint activities.

Mr Mikkel Ørum Andersen, Special Advisor for Gulf of Guinea and West Africa, reiterated the commitment
of the RDDC through the PSF to support the shared objective of the KAIPTC and AILCT in advancing
research, training and capacity building in support of peace, security, stability and sustainable development
in Africa and beyond. The signing of the MoU underscored Denmark’s broader support to peace and security
in West Africa and the Sahel.

The signing ceremony concluded with the exchange of signed copies of the agreement, in both English and
French, and official photographs involving representatives of KAIPTC, AILCT and RDDC.
