INTRODUCTION

The Kofi Annan International Peacekeeping Training Centre is offering a one week English pilot course in Table Top Exercise Delivery and Evaluation (TTX D&E) to limited number of disaster management practitioners, persons training to enter into a disaster management role, police and military personnel. This disaster management course reflects KAIPTC’s initiative in developing disaster management courses in support of West African disaster managers and their professional development in the civilian and security sectors. This is in line with building the capacity of disaster managers in support of the ECOWAS Humanitarian Response Mechanism (EHRM).
The focus of the TTX D&E English pilot course is to evaluate instructor and participant materials, determine the effectiveness of the instruction, and test course timings and agenda to make final changes to the material. The pilot course will take five days (13-17 May 2019), during which time facilitators will teach the course to selected participants. Participants will be requested to give feedback on course material and their experiences during the course.

COURSE AIM

The course is designed to provide disaster management professionals with the skills required to conduct a tabletop exercise; including its facilitation, post-exercise debriefing, analysis of exercise data, evaluation, after-action reporting, and development of an improvement plan.

COURSE DESCRIPTION

The one-week course will be conducted in English through a combination of interactive presentations, small exercises, and a scenario-based exercise to conclude the course.

COURSE OBJECTIVES

The course seeks to enable disaster management practitioners’:

  • identify basic elements of the exercise planning process including components of exercise design and the role of the Exercise Planning Team
  • Distinguish between the conduct, evaluation, and improvement planning phases of the exercise cycle based on their purpose and focus
  • Identify the exercise delivery preparation responsibilities of the Exercise Planning Team.
  • Recognise the responsibilities and characteristics of effective exercise Facilitators and identify strategies to overcome common challenges that occur during an exercise
  • Recognise the importance of effective data analysis and utilise a data analysis process to evaluate an exercise

EXPECTED OUTCOMES

On completion of the course, participants should be able to:

  • Identify basic elements of the exercise planning process including components of exercise design and the role of the Exercise Planning Team
    Distinguish the phases of the exercise cycle and identify basic table top exercise components included in the conduct, evaluation, and improvement planning process.
  • Identify the exercise delivery preparation activities of the Exercise Planning Team, Facilitators, and Evaluators necessary to conduct a table top exercise.
  • Recognise responsibilities and perform strategies of Facilitators and Evaluators during the conduct of a table top exercise
  • Use data analysis to evaluate an exercise and utilise the improvement planning process including drafting an After Action Report, holding an After Action Meeting, and implementing improvements.

COURSE CONTENT

The course will cover the following modules:

  • Module 1: Tabletop Exercise Design and Development Fundamentals.
  • Module 2: Tabletop Exercise Conduct, Evaluation, and Improvement Planning Overview.
  • Module 3: Tabletop Exercise Delivery Preparation.
  • Module 4: Conducting Exercise Activities.
  • Module 5: Post-Exercise Activities.

METHODOLOGY

The problem-based learning approach will be used in the delivery of the course. Participants will play active roles in the learning process under the supervised guidance of a team of experienced facilitators. The course content will thus be delivered using a combination of tools such as; lectures, case studies, small group work exercises and simulation among others. The course will be conducted in English.

TARGET GROUP

The principal target audience for the TTX D&E English pilot course will be predominantly disaster management practitioners, persons preparing to enter into a disaster management role, police and military personnel.

 RELEVANT INFORMATION

Other relevant information are:

  • The course will be conducted in English ONLY.
  • Maximum intake on the course is 20 participants.
  • Every participant will have to prove adequate health insurance coverage before travelling to the Centre. KAIPTC will not bear any health or accident costs for any participant.
  • Course participants should come along with their laptops.

HOW TO APPLY

Disaster Management Agencies of selected countries will select participants for the course. Selected participants will send to the Course Director their résumé/CV. For military candidate, also provide organization/duty location and position currently held. Along with the résumé/CV, participants should send the bio-data page of their passport. Disaster Management Agencies of participating countries should strive to achieve gender balance in nominating personnel for the course.
