KAIPTC – JAPAN ON MARITIME CRIMINALITY

Introduction

The Kofi Annan International Peacekeeping Training Centre (KAIPTC) together with the UNDP and with the financial support of the Japanese government is implementing a one year project on Maritime Security Capacity Development for Safety and Security in the Gulf of Guinea. The objective of this Project is to promote effective implementation of relevant regional and international maritime protocols through research and capacity development in order to control maritime crime including piracy. The modules will, therefore, form the training package that will focus on equipping maritime actors in zones E and F with skills and knowledge to counter maritime criminality.

Module Development Call

Applicants to develop Module are being sought to develop the substantive course package comprising 12 modules listed below. This will form the training curricular for the envisaged course on Maritime Crime and Prosecution in the Gulf of Guinea. Successful applicants will be contacted with further details on the module development as well as the terms of engagement.

Experts on regional and national maritime security from diverse backgrounds including military, civilian and police with expertise in Gulf of Guinea maritime security issues are invited to submit applications for the development of training course modules in the following areas:
Research and module development objective

  1. Overview of Maritime Security in the Gulf of Guinea;
  2. Regional Maritime Security Architecture;
  3. Narcotics and Drugs Trafficking;
  4. Marine Pollution;
  5. Piracy;
  6. Illegal, Unreported and Unregulated Fishing- IUU;
  7. Human Trafficking and Migrant Smuggling;
  8. Money Laundering;
  9. Legal and Policy Frameworks on Maritime Criminality;
  10. Inspection, Investigation and Prosecution;
  11. Intra and Inter-Agency Collaboration and Cooperation; and
  12. Engaging Non-State Actors (Coastal Communities, NGOs, CSOs).
