Job Description:           Senior Policy and Programmes Officer

 

 

JOB PURPOSE

 

The Senior Policy and Programmes Officer shall assist in the execution of all tasks under the Directorate of Policy Planning Monitoring and Evaluation (PPMED). The Senior Policy and Programmes Officer shall provide support to the Director of Policy Planning Monitoring and Evaluation (PPMED) and other key staff in the Department and within the Centre.

The duties shall include but not be limited to the following:

 

  1. Strategic Planning and Annual Work Plan Development
  • Coordinate and support other Units and work with other Departments in the development of annual work plan and budgets and present the final version to different target audience.
  • Organize workshops for annual work plan developments and engage relevant staff on that.
  • Coordinate and lead in the collation of annual plans for the Units within the department and generate the trimester budget and coordinate its submission for approval.
  • Provide support to and coordinate the development of strategic plans, business plan, business continuity plan, relevant policies for the Centre.
  • Identify and develop project and programmes within the Department and lead in its implementation.
  • Coordinate the implementation of specific projects as may be directed by the Director.
  • Contribute to the development of annual reports and other documents.
  • Provide support to the implementation of activities of the Directorate.
  • Ensure effective communication of plans to both internal and external stakeholders.
  • Organize internal and external workshops on KAIPTC strategic documents for internal and external stakeholders.
  • Provide briefing or presentations on KAIPTC strategic documents to stakeholders as and when needed.
  • Coordinate the activities and provide the needed support to consultants and service providers on new or continuing programmes and activities for the Centre.

 

  1. Technical Support to Policy related activities within PPMED
  • Lead on all policy related activities of the PPMED and provide support to develop relevant policies in support of its mandate and the Centre.
  • Initiate discussion on policy related issues and make technical inputs into those to support the full implementation of a specific mandate within the Centre.
  • Identify gaps on relevant policies and engage the Director on ways in which these gaps will be filled.
  • Provide technical advice and support in the development of fundraising or grant application or proposal writing for specific programmes and projects within the PPMED.
  • Represent the Department in relevant meetings, workshops, seminars and programmes on policy related issues etc.
  • Act as a focal person on all PPMED policy related matters and engage other staff on this
  • Provide technical expertise to programmes, activities and events, etc.
  • Liaise with all departments to ensure periodic financial and narrative reports are generated. on initiated programmes within the PPMED and ensure specific programmes documents are shared or disseminated to the targeted audience on time.

 

 

  1. Inter / Intra-department Coordination and Administration
  • Coordinate and manage platforms activities for inter / intra departmental coordination.
  • Coordinate inter / intra departmental sessions/meetings.
  • Provide regular information and updates on Centre wide activities within the PPMED to all Departments.
  • Collaborate with relevant units to coordinate programmes.
  • Provide support to the planning of Department’s retreats, meetings etc.
  • Represent the Department in relevant Centre wide/departmental meetings and programmes.
  • Undertake administrative activities related to budgets certification under the cost Centre processes among others within the Department.
  • Liaise with Unit Heads and other staff to engage with Stakeholders on specific programmes as may be relevant and directed.
  • Liaise with all departments to ensure periodic financial and narrative reports to development partners on specific programmes are sent on time.
  • Undertake any other tasks related to all of the above as may be necessary.

 

 

MINIMUM REQUIREMENT

 

Educational Qualification and Experience

 

The ideal candidate should possess a master’s degree in Strategic Planning, Policy or Administration.

 

The candidate must have:

  • At least 5 years of experience in project management
  • At least 5 years of experience in strategic planning and management
  • 4-5 years of management experience
  • Experience working in an international organization or internationally recognized organization is desirable

  • Close attention to detail and the ability to sort and sift facts, noting inconsistencies.

  • Understanding and experience of policy formation and development
  • Knowledgeable in fundraising and donor liaison
  • Excellent IT skills
  • Excellent writing and presentation skills
  • Fluency in spoken and written English is a must (and French desirable).
  • Seeks and applies knowledge, information, and best practices from within and outside KAIPTC.
  • Effectively coordinate with internal and external stakeholders in a multi-cultural setting.
