Context

West Africa has seen a lot of crisis. The region is suffering from the effects of food insecurity, natural disasters, climate change, conflict and socio-political instability. Effective humanitarian assistance is ideally the result of coordinated efforts of multiple actors with specially trained personnel, which enables a coherent, coordinated and complementary engagement. The project “Capacity Building for Humanitarian Assistance in West Africa” is jointly organized by the Kofi Annan International Peacekeeping Training Centre (KAIPTC) and the Austrian Study Centre for Peace and Conflict Resolution (ASPR), supported by the Austrian Development Agency (ADA) and the Austrian Ministry of Defense (MOD) to build personal and institutional capacities for Humanitarian Assistance in West Africa.

 

Objectives

The fourth phase of the Humanitarian Assistance in West Africa (HAWA) project will be gender and diversity mainstreamed. On top of this, central components of the project will expressly focus on a transformative approach towards gender equality and the intersections of gender and other social categories as age, ethnicity, and origin to contribute to Women’s Empowerment, gender equality and the implementation of the WPS Agenda in Humanitarian Assistance in the ECOWAS.

The Project Officer will provide their expertise to support the overall project implementation, take responsibility for individual project tasks and contribute to the national and regional networking and stakeholder management.

Tasks

  1. Active contribution to the development of the WPS Agenda and a transformative gender approach as content of the HAWA Core Course, Training of Trainers, the Specialisation Course on gender responsive climate action in Humanitarian Assistance and the Women’s Empowerment extension component.
  2. Cooperate, coordinate and liaise with Course Director and Deputy Course Director during preparation and implementation of all HAWA program trainings e.g. HAWA CC, ToT, Multiplier Modules etc.
  3. Be a facilitator/trainer in the HAWA Core Course, Training of Trainers, the Specialisation Course on gender responsive climate action in Humanitarian Assistance and the Women’s Empowerment extension component.
  4. Plan and implement the survey on HR needs in Humanitarian Assistance and the Women’s access to HAWA study, as well as the continuous gender analysis in close collaboration with the ASPR Project Officer.
  5. Support the development of course materials and publications
  6. Counsel trainers of the HAWA CC and host organisations for multiplier activities on Gender Mainstreaming and gender as cross-cutting topic in all sessions.
  7. Ensure cooperation and synergies with the activities of the Women Peace Security Institute and contribute to the national and regional networking and stakeholder management
  8. Support the project manager concerning monitoring and evaluation.
  9. Perform other tasks assigned by his/her supervisor within the scope and context of the role as HAWA Project Officer.

 

MINIMUM REQUIREMENTS

The ideal candidate must have a Masters degree in gender studies or any related discipline or at least 5 years of relevant professional experience. Research experience, experience in curricula development and course design would be a strong an asset.

The candidate must be willing to travel in the framework of HAWA multiplier activities.

 

Technical Competence

  • Demonstrated capacity to train and facilitate.
  • Effective understanding in gender and conflict analysis. Experience as gender counsellor would be an asset.
  • Fluency in both French and English.
  • Demonstrated capacity in MS office programmes (word, excel, outlook, TEAMS); experience working with scientific document management systems is an asset.
  • Effective understanding of gender equality, gender mainstreaming, women’s empowerment and gender relations in organisational settings.

 

Knowledge of intersectional and transformative gender approaches as well as diversity mainstreaming would be an asset.

  • High energy and commitment, with a proven ability to formulate and advance initiatives and produce high quality results on a timely basis;

  • Ability to work under pressure with minimum supervision.

 

Duration

Max. 30 months until June, 2024. To be determined with the KAIPTC.
