General overview

About the Election Management Course

As the push for democracy and good governance continue to make inroads into many countries in the developing world, so has the need for the organizing of credible and peaceful elections in most of these countries. Democratic elections are increasingly becoming the norm, a requirement and in many cases the preferred means of facilitating representation and participation in the political process and governance.

Course Aim

The course is aimed at exposing electoral stakeholders to the critical issues that underpin elections and their implications for the effectiveness and credibility of the process.

Module 1: Overview of Election Management, Functions, Obligations and Principles

Background

The module provides an overview of the concept of election management and the obligation to conduct credible and transparent elections. It also appraises participants of the functions of election management and discusses the principles of good election management.

Learning objectives

The objectives of the module are:

  • Examine the global, continental, regional and national obligations for conducting free and fair elections
  • Discuss the functions of election managers
  • Examine the principles that are fundamental to good election management
