CIMIC (Civil and Military Cooperation ) course at KAIPTC

Introduction

As regional(Ecowas/AU) groups are currently in the process of setting up Peace Support structures, a cohesive CIMIC policy and doctrine for ECOWAS and the AU has become very important. CIMIC is seen as a key and indispensable function and activity in any intervention, stabilization and peace building process, which involves military, civilians and the police, reflecting the  structure of multidimensional and integrated Peace Missions. It is in this direction that this course has been designed to offer CIMIC personnel  intended to be deployed on the field have the knowledge of the concepts which can be taken as a basis and the elements which are most suitable for their operational environments.  Developments in CIMIC and PSO are changing at a pace which makes it imperative that civilian and Police participants are conversant with the military viewpoint which in turn would improve their co-operation and co-ordination capacities during or within the Mission-system. Vice=versa, the interaction between military on one side, police and civilians on the other will enhance the military’s understanding of the essentials in Civil Military Co -operation

Course Description

Civil-Military Coordination (CIMIC) course is a 2 week program, scheduled to run from the 1-12 March 2010. CIMIC is run by the KAIPTC  for the AU, ECOWAS  and UN personnel involved in PSO including the military, police, civilian and others. The course is run using problem based learning method with open discussion and practical exercises on Civil Military planning and coordination such as; cultural awareness, code of conduct, negotiation and mediation,  media relations, working with interpreters and meeting facilitation.

• CIMIC structures and Organizations
• Code of Conduct
• UN functions, structures and Charter
• Nature and causes of Conflict in Africa
HIV/AIDS
• AU/ECOWAS functions and structure

Course Aim

The aim of the course is to improve Civil- Military coordination of CIMIC officers who participate in African Peace support Missions. The objective of the course among others is to enable the participants have an understanding of Civil Military doctrines, principles and guidelines, a working knowledge of International Organizations (IOs), Non-Governmental Organisation (NGO’s) and Regional Organizations. It will also enhance their understanding of sensitive issues that may potentially crop up whilst working with IOs and NGOs, understand the needs of vulnerable groups (women, children, elderly and gender issues) as well as the applicability of their human rights.

Target Group

The course is open to officers of the rank Capt to Lt- Col and civilians of equivalent ranks. Participants should be key players who will be part of CIMIC in an African Peace Support Operations (PSO).

Entry Requirement

Participants should be serving  as CIMIC officers on PSO  on the African continent, preferably from the Ecowas sub-region. Females are encouraged to apply. Medium of instruction will be in the English Language.
