KAIPTC has commenced training of participants on both Election Observations (EO) and the first pilot training on the Rule of Law (RoL) from Monday, the 25 January to Friday, 5 February 2010. The EO and RoL courses have been made possible by the kind courtesies of the German and Danish governments respectively.
Participants were drawn from the civilians, police, military, prison officers as well as personnel on Economic Community of West African States (ECOWAS), African Union (AU), United Nations (UN) Peace Support Operations (PSOs).
The EO which is being organised by the KAIPTC in conjunction with ECOWAS aims at preparing participants for the future ECOWAS Election Observation missions. The RoL course on the other hand aims at providing participants with the necessary skills to perform in an international and crisis-stricken environment on the basis of that knowledge, in a manner that is efficient, suitable and in compliance with the principles of rule of law among other things.
The opening ceremony which took off today, Monday January 25, 2010 at exactly 0900 hours was attended by His Excellency Dr. Marius Haas the German Ambassador to Ghana, Professor Adefuye ECOWAS representative, Air Vice Marshal (AVM) Dovlo the Commandant and Col Leo Hirschmann Head of Training of the KAIPTC, the Press as well as Course Directors facilitators and participants on both courses.
In his remarks, His Excellency Dr. Marius Haas underscored the relationship between the two courses as well as their importance to attaining good governance on the African continent. He asserted that genuine and democratic election can only take place where there was enjoyment by all persons, without discrimination, safeguarding their fundamental freedoms and political rights. These rights include the freedoms of expression, association, assembly and movement. The right to participation and other associated freedoms and rights were not achievable without the protection afforded by the rule of law.
AVM Dovlo also urged participants to use the opportunities accorded them to develop their capacity and skills in order to undertake effective peacebuilding, especially in Africa.
