German Development Cooporation

The German Ministry of Economic Cooperation and Development (BMZ) has collaborated with KAIPTC through the German Development Cooperation (GIZ) since 2004. This support seeks to enhance KAIPTC’s capacities for promoting peace and security in the sub-region.
The joint project between GIZ and KAIPTC is currently in its third phase and runs until May 2012. It specifically focuses on the following three areas:

1. Capacity Development: GIZ currently provides the following services to enhance staff capacities and strengthen the organizational and institutional capacity of KAIPTC:

  • Support for the implementation of the KAIPTC Strategic Plan
  • Support to KAIPTC’s IT infrastructure
  • Support for the implementation of a human resource training policy and implementation of staff health and wellness programmes
  • Technical assistance for the development of an internal audit system
  • Facilitation of annual joint planning sessions for KAIPTC departments.

2. Civilian Training: This project component includes the development and implementation of civilian training courses, specifically:

  • Technical assistance for the development of training curricula and manuals
  • Technical assistance for measuring the effectiveness of training programmes and for determining future training needs
  • Publication of workshop reports and selected research publications
  • Financial support for the delivery of selected training courses and training-oriented research.

3. Cooperation with Regional Institutions (ECOWAS, AU and UN): GIZ’s support to KAIPTC in this area includes:

  • Support for the coordination among the three Training Centres of Excellence (TCE) in West Africa in the areas of the development of curricula and a joint database
  • Cooperation between KAIPTC and ECOWAS with regard to the recruitment of trained personnel for election observation
  • Dissemination of best practices for regional Peace Support Operations
  • Collaboration with Civil Society Organizations (CSOs) to enhance their service delivery in the ECOWAS region through the joint development and implementation of training manuals
  • Organization of regional stakeholder dialogue sessions to support the development of the civilian component of the ECOWAS Standby Force.

GIZ also supports UN-standardized pre-deployment trainings for West African Police Officers for UN Peacekeeping Missions as part of the overall support from the German Foreign Office.
